We tell you what it costs before we start, and who will sign your file. No surprises along the way.
How we work
No mandatory calls, no back-and-forth, no open-ended quotes.
Send us your product's label or INCI list through the form. It takes two minutes, and you don't need your formula with percentages to get your price. If any ingredient has a concentration limit, we'll flag it and check it when the work begins.
Within 2 working days we reply with two things: the specific issues we can see, each with the article of the Regulation it relates to, and a fixed price with a delivery date.
From there, it's your call, with no commitment and no cost. If you'd rather talk it through on the phone, we can do that too.

Founding price
Cláritas Regulatory is just starting out, and we'd rather say so plainly. Until 31 March 2027, every price on this page carries a 20% discount. You can see it applied to each service, with the standard price underneath.
In return, we'll ask you for two things once we're done: permission to name your brand as a client, and a couple of sentences on how it went.

Services and prices
All prices exclude VAT. The price is fixed on the basis of the documentation you send us. If, during the work, we find that a document is missing or isn't valid, we stop, explain what's happening and give you a new quote before going any further. You decide whether we continue.
Any laboratory testing that needs to be commissioned is quoted separately.

We check your label against Articles 19 and 20: mandatory particulars, INCI, allergens, warnings, symbols and font size. We send you back what needs to change and the corrected text, ready for your designer.

Claims review · from 144 €

We check that what you say about your product meets the six common criteria of Regulation (EU) No 655/2013. If something strays into medicinal territory or can't be substantiated, we suggest how to say it without the risk and without losing impact.

For when your documentation is already in order and all that's left is to notify.

Safety report (CPSR)
Parts A and B. The document you can't sell in the EU without, and the first thing inspectors look at. We assess every ingredient, calculate exposure and margin of safety, and sign it.

Full PIF
Everything you need to sell legally in the EU, in one go: signed CPSR, formula review against Annexes II to VI, labelling, claims, the complete technical file and CPNP notification. We organise it so that updating it later is straightforward.

Extras for CPSR and PIF
Added to the price of your CPSR or PIF.
Range of shades. If your products share a base formula and only the colourant changes, we cover them with a single report that assesses each colourant at its maximum concentration, with combined labelling for the whole range.

When a variant changes more than the colour, such as the fragrance or the concentration of an active, it needs its own calculation.

Regulatory classification of your range · 520 €
Standard price: 650 €
For non-EU brands planning to import, ideally before choosing a manufacturer. We tell you which products in your range are cosmetics, which procedures apply to you, where your packaging stands under the PPWR and which documentation to demand from your manufacturer. With a roadmap and a fixed quote.
If you carry on with us, we deduct everything you paid in full. And if you don't, you walk away with your own benchmark for comparing other proposals.

CPSR update · from 120 €

When your formula, supplier, packaging or the regulations change. The price depends on how much needs redoing: swapping a preservative is not the same as changing the fragrance.
Only for CPSRs produced by Cláritas. Those from other assessors count as a new CPSR.

Annual maintenance · from 120 € the first year

150€ for the first product and 30 € for each additional one (in the first year, 120 € and 24 €)
Every January, a personalised report on the regulatory changes that affect your products, this year's and those already adopted for the years ahead: which product each one affects, what needs to be done and by when. You hear it from us, not at customs.
Updates are quoted separately, always before we do them. If you sign up mid-year, we prepare your first report straight away.

Inspection support · 120 €/hour
Standard price: 150 €/hour
If an authority asks you for documentation or sends you a request, someone who already knows your file gets on it straight away.

We count every ingredient in your INCI list as it appears, including declared allergens. Prices apply to a formula with complete documentation from the manufacturer. If your case is different, the price changes, and we tell you exactly how much and why within 2 working days.
What makes a project cost more or less
We charge for the work your formula actually needs, not for the number of products.
Makes it more expensive: sunscreens (the declared SPF shapes the testing and the assessment), hair dyes, children's products, eye-area and mucous-membrane products, fragrances with many allergens, and ingredients under active regulatory review.
Makes it cheaper: shades built on the same base formula, a complete manufacturer's dossier, and tests you've already carried out.
Makes no difference: where you're writing from. We work with brands inside and outside the EU, entirely by email.
Who is behind your file
At many consultancies, the person who answers you is not the one who signs your safety assessment. Sometimes that assessment isn't even done in-house.
That's not how we work. Your CPSR is prepared and signed, Part A and Part B, by a Safety Assessor qualified under Article 10(2) of Regulation (EC) No 1223/2009, trained and established in the EU. And it's the same person who reads your email and replies to you.
You don't have to take our word for it: the assessor's name and qualification are a mandatory part of the file under Annex I, so you receive them with your PIF. And if you'd like to see them before you commit, just ask.
One piece of advice, whoever you end up working with: always ask who signs your CPSR and where they qualified. It's the most useful question you can ask before you pay.
Before you send us anything
Your label and ingredient list are already public: they're printed on your packaging. That's all we need to give you a price, without your formula and its percentages.
Your files are used only to assess your enquiry and are stored on servers within the EU. If we later need your full formula, it will be covered by a confidentiality agreement, which we're happy to sign before you send anything.
